1259 Sri Kailash Chandra Kulesika Will the Chief Minister be pleased to state that if it is a fact that the land alienated in favour of Home Department for construction of hostel for the children of prisoners was meant for Madhurmayee Adarsha Sikhya Niketan as per the Home Department letter No. 21822, dtd.09.05.2011 addressed to General Administration Department in relation to the answer furnished in UD AQ No. 4621, dtd.28.07.2014 ; if it is true, whether Madhurmayee Adarsha Sikhya Niketan is being managed on that land or not and over that land how many square feet area concrete house and how many asbestos houses are constructed and by whom and whether children of prisoners and workers of that organisation are residing in those houses.

As per letter No. 21822, dtd.09.05.2011 of Home Department, G.A.Department had alienated Ac.0.500 dec. of land pertaining to Rev. Plot No. 83(pt.), Khata No. 716, Mz. Laxmisagar in favour of Home Department for construction of a 100 bedded hostel for the children of prisoners. In the above letter of Home Department, it has been mentioned that Departmentally Related Standing Committee No.I – 2010-11 in their 6th Report of 14th Assembly recommended the land meant for Madhura Mayee Adarsha Sikhya Niketan hostel be utilised for construction of 100 bedded hostel for the children of prisoners. Initially, the above land was allotted in favour of Patita Uddhar Samiti by G.A.Department for construction of hostel for the children of prisoners vide their allotment Order No. 423, dtd.12.01.2009. It was not mentioned in that letter that the land was meant for Madhura Mayee Adarsha Sikhya Niketan. Police Housing Corporation has built a residential hostel on the above plot. During the Super Cyclone storm “Phailin” 2013, the homeless inmates of Madhura Mayee Adarsha Sikhya Niketan managed by Patita Uddhar Samiti were accommodated in the above building on compassionate ground. Neither the children of prisoners nor the employees of the Society constituted for management of the hostel are staying in that building at present.
Supplementary Alienation of land for construction of hostel
Whether lease deed has been executed by Patita Uddhar Samiti for the above allotment ?
Ans: No. lease deed has not been executed due to non-deposit of the land premium by the allottee.
Was the above patch of Government land alienated in favour of Home Department ?
Ans: Yes, the above patch of Government land was alienated in favour of Home Department for construction of hostel for the children of prisoners.
Did the possession of the land hand over to Home Department ?
Ans : Possession of the land handed over to Home Department on Dt.17.09.2011.
Did Home Department create posts for the management of the hostel ?
Ans : Home Department created post of House Superintendent, Senior Clerk-cum-Accountant, House Mother, Cook and Helper etc. for smooth functioning of the hostel.
Do the staff deputed by Home Department manage the hostel?
Ans: General Secretary, Patita Uddhar Samiti has filed a writ before Hon’ble High Court of Odisha vide WP(C) No. 13018 of 2014 praying for taking over the employees of the institution, Madhura Mayee Adarsha Sikhya Niketan by State Government. The said Writ Petition is sub-judice before the Hon’ble High Court. Therefore, Government employees engaged on deputation in the hostel for the children of prisoners have been repatriated to their previous posts till the hostel is made fully functional and the litigation is settled.
