Formulation of Kalinga Nagar Policy

Ghatikia, Bharatpur & Sampur (Kalinga Nagar) plotted scheme to allot land for residential purposes was floated in the year 1989 and plots were allotted to different individuals in the year 1992 on certain terms and conditions specified in the scheme as well as in the allotment order. During allotment, the proposed sites were underdeveloped and infrastructure development like road facility, electrification, sewerage etc were not available. So, Government charged infrastructure development costs separately other than land premium to provide such facilities to the allottees and encourage habitation. But, with lapse of time it was observed that certain no. of allottees have not executed / registered their lease deed due to default on their part and in some other cases due to non-performance on the part of Government in providing the basic amenities. During the year 2011, General Department conceived the idea of formulating a uniform policy to dispose the defaulted allotment cases. The policy was finally notified on 19.11.2013 with the concurrence of Finance Department and Law Department. Accordingly, 18 broad guidelines were framed accommodating different probable situations of lease files. This policy order automatically superseded the conditions including the rate of land premium and ID Cost of the original allotment order.
