Dr. Bibhuti Bhusan Harichandan / Sri Golak Bihari Nayak :Will the Chief Minister be pleased to state, In 2005 the CMGI (Centre for Modernising Government Initiative) Cell which has been created for Administrative Reforms vide a resolution bearing No.89/AAC/BBSR, dated 4th October 2005 under GA Department, what is the cadre of the Government for the employees working under it and on which decision, they are getting salaries ; what is the cause for non-implementation of revised enhanced salary of 2013 for all employees working under it and will Government take step for making them permanent employees?

State Government have created a Centre known as Centre for Modernising Government Initiative (CMGI) under the administrative control of General Administration Department in 2008 vide Resolution No. AR 06/2005/132/Gen dated 12.03.2008 for administrative reforms. It was registered on 21.01.2010 under Society Registration Act. On approval of 79 contractual posts in CMGI by Finance Department, these posts have been filled up by the Consultants, who are getting consolidated Consultancy Fees. The Consultants are not under any Cadre of the Government. The revised enhanced Consultancy Fee of 2013 has been effected for all the Consultants working in the approved posts. Till date Government have not taken any steps for regularizing the Consultants.

Ans.    Centre for Modernizing Government Initiative (CMGI) is a registered Society under the administrative control of General Administration Department.

2.         When CMGI was established?

Ans.    CMGI was established in the year 2008 vide Government Resolution No. 132/AR dated 12.03.2008 and registered on 21.01.2010 under Society Registration Act.

3.         How many posts for CMGI have been approved?

Ans.    There are 79 numbers of posts of Consultants approved by Finance Department.

4.         Is there any Cadre of Government for posts of CMGI?

Ans.    There is no Cadre of Government for the posts of CMGI.

5.         When the Consultancy Fees of approved posts of CMGI have been revised?

Ans.    The revised Consultancy Fees of approved posts of CMGI have been effected in the year 2013 after the creation of posts of CMGI.

6.         What is the nature of the posts of CMGI?

Ans.    The posts of CMGI are Contractual in nature.

7.         Is there any provision for making permanent the Consultants working in different posts of CMGI?

Ans.    There is no provision for making permanent the Consultants working in different posts of CMGI.
